Windows 10 version: Fall Creators Update

Dragging a panel (e.g. tool options), no drop targets are indicated. Regardless of the drop location, the panel/tab is detached to an isolated window.

Running 2.8.18 on openSUSE Leap 42.3, it perfectly works.

Confirmed. Closing the Lenovo WRITEit handwriting recognition application fixes for 2.8.22.
