This patch breaks the flag sequences for Scotland, England, and Wales:

I didn’t yet try to check why, but when reverting that patch the
flag sequences for Scotland, England, and Wales render correctly
using the "Noto Color Emoji" font, but with that patch pango
breaks after U+1F3F4 WAVING BLACK FLAG which starts the sequences
for these flags.

These 3 flags are special, they are in the subdivision-flag group:

U+1F3F4 U+E0067 U+E0062 U+E0065 U+E006E U+E0067 U+E007F  England
U+1F3F4 U+E0067 U+E0062 U+E0073 U+E0063 U+E0074 U+E007F  Scotland
U+1F3F4 U+E0067 U+E0062 U+E0077 U+E006C U+E0073 U+E007F  Wales

the sequences don't seem to work in web browsers either here, though
