Running Gnome 3.26.2 on Arch. Whenever clicking to focus and raise a window, another entirely unrelated window pops up.

Steps to reproduce:
1. Open one window, A, of any program. Tile to one side of the screen.
2. Open a second window, B, of any program. Tile to the other side of the screen.
3. Open a third window, C, of any program. This time do not tile it, hover it over B.
4. Focus the window A.

Expected outcome:
A comes into focus, B and C are still visible. i.e. C is still displayed hovering over B.

Actual outcome:
A comes into focus, yet B gets displayed over the top of C. Essentially pushing C to the back, hiding it.
