Since we have switched from Florence to GNOME on-screen keyboard in Tails, a disabled user reported that the lack of an All Caps mode (= caps lock) is making it harder for them to use the computer.

On https://wiki.gnome.org/Design/OS/ScreenKeyboard I see that an All Caps mode is part of the tentative design: it should be triggered by "pressing and holding the shift key", but apparently this is not implemented yet.

Fixed in the rewritten on-screen keyboard in 3.30.
