the scroll bars, vertical and horizontal, are not working properly
it is possible to scroll in the document by clicking on the bar
but the slider does not move at all so as to show the position in the document

This is likely the same bug as bug #789412.

yes it is exactly like bug #789412
more precision
this happens with opensuse 42.3
compiling and installing gnumeric-1.12.18 shows exactly the same trouble
while it works ok on opensuse 42.1 and debian 8 (i have several komputer at hand)
looks like a gtk3 issue 
as i can see quite a few mishaps with other software
for example editing cursor not visible in mlterm or pluma 
and a few other oddities

how do i know that?
what command?

in opensuse 42.3 there is no package named gtk+
the gtk3-* packagea are 3.20.10-8.1
