Wrong scaling factor for shell elements

If an HiDPI monitor is plugged in, but the primary monitor is not HiDPI, the shell still uses a scaling factor of 2, resulting in all shell elements to be double sized. This is gnome-shell-3.26.1-1.fc27.x86_64 on Wayland. Primary monitor resolution: 1920x1080 Secondary monitor: 2880x1800 I can attach the monitors.xml file if needed
