Here's a file that I've been sitting on for a while - I originally wanted
to add more instructions for running asan, ubsan, etc., but it's better
to get it in now and follow up later.

docs: Add Hacking guide

Guide for developing on GJS, explaining how to set up and run the various
developer tools you'll need.

Also, the README is pretty unfriendly, starting as it does with an
admonishment to make sure to write "sane" code. Improve that a bit.
