Changing summary to better reflect the problem - it's not the poor user's fault. This should be addressed in the documentation, but perhaps the usability folks can come up with a cleaner way to do this than the various tricks users have invented, such as creating a launcher on the panel and then dragging it to the desktop, which is the way I do it.
I think the contents of this bug are mostly covered in bug 72715. I'm right there with you though -- this is the #1 most irritating thing Nautilus does. *** This bug has been marked as a duplicate of 72715 ***

This is closely related and is probably dependent on bug 72715
marking fixed in cvs, at least on the desktop a launcher can be created from the right click menu.
