Version : 1.99.6
Tested on Linux as well as Solaris 2.9 64 bit platforms. The problem 
is present in both the places.

Procedure:
1. Start up Gnome control center. Double click on the 
option 'Preferences: Keyboard' to open the Keyboard preferences 
dialog window.
2. Enable the option 'Cursor blinks in text fields'. Change the speed 
in the 'Blink speed' option to slow, medium and fast. No change is 
noticed in the speed of blinking of the cursor everytime after the 
speed is changed.
