'Edit Menus' should be re-enabled when it works

Moving to gnome-panel for further discussion on where to place this.
'Edit menus' is currently disabled in the panel currently ... I'll leave this as a tracker that it needs to be re-enabled when it works
Kjartan: FWIW, please don't add 'triaged' unless you've made an attempt to adjust priority/severity roughly correctly. If it has triaged set, I'll almost definitely never look at it and correct it- it was more or less luck I saw this one. Mark, it's mostly complete now; I'd guess it's probably worth re-enabling after you roll the tarball for the 2.0.1 release. I've made this block the master bug for that problem, which includes all the other relevant problems that we still know about.
Luis: you can't re-enable this until the work is available in the actual branch being released. Marking the priority down until the work becomes available on the gnome-2-0 branch.
