Steps to reproduce:
1. have gdm with at least two user accounts displayed
2. select one account by keyboard (arrow keys)
3. move your mouse pointer over another account

What happens:
Both accounts are highlighted in the same way. There is no UI to distinguish selected from hovered.

What should happen:
Different colors or theming.

Installed software versions:
gnome-shell-3.22.2-2.fc25.x86_64
gdm-3.22.1-1.fc25.x86_64

Well, there is the mouse pointer that indicates which entry will be activated by mouse click, so not sure that differentiation is needed. Another option would be to follow the menu pattern of moving the keyboard focus on hover. Anyway, marking for ui-review to get some proper design input here ...
