Help menu without help

I am very new with this program.  Initial install help functioned.  While trying to start to learn the various functions I closed the docks because they took up so much room and the picture of the flower so I could work on something else.  Could not initially find out how to restore the docks. So I tried uninstalling and reinstalling to recover the docks. They did not come back nor did the original picture.  While looking at help when it initialized it gave me two choices.  Unfortunately I chose on-line which did not work. Ever since it has defaulted to on line with the message TLS/SSL support not available; install glib-networking. I have no clue what that means.  I dug down through the gimp_2 directory and found the help in HTML format however the names do not tell you what they are about and there are a-lot of them.  So bottom line not very useful. The context help does work. however SHFT F1  gives TLS/SSL support not available; install glib-networking.  screen capture attached.

Thanks for reporting. This issue is already know and is a dependency problem in our installer. So I am going to close this bug as a duplicate of the opened bug 773920.

I'll still give you the way to revert to locale help files.
- Go to menu "Edit" > "Preferences";
- select the "Help System" section;
- in the "User manual" dropdown, select "Use a locally installed copy".

Of course, this is useful only if you installed a local manual. Grab one in your language from: https://download.gimp.org/mirror/pub/gimp/help/windows/2.8/2.8.2/

From now on, the GIMP help should use the local manual and you won't get this network error.
