First press enable offline mode. Second disable must disable offline mode, but doesn't it.

 I can enable wifi using only GUI. Hotkey doesn't work.

Ah, that wasn't at all clear from the original description. Those shortcuts are implemented in gnome-settings-daemon, so moving there.

This is caused by the kernel also responding to the wifi/wlan hotkey presses which leads to a double toggle of the mode, this has been fixed recently, for gnome 3.24.2 by disabling the hotkey handling in gnome:
