privacy: Mozilla Location Services privacy policy notice is in wrong place

Created attachment 335262 [details] screenshot Looks like the Mozilla Location Service privacy policy applies to automatic problem reporting. See screenshot. I was planning to move location services to the bottom, but Allan suggested it's more important and should stay on top, and that we should move the privacy policy up instead.

I think this commit needs more work. On Fedora 24, "Uses Mozilla Location Service: Privacy Policy" links to https://fedoraproject.org/wiki/Legal:PrivacyPolicy which doesn't say anything about Mozilla. On Ubuntu GNOME 16.10 Beta, it links to http://www.ubuntu.com/legal/terms-and-policies/privacy-policy which also says nothing about Mozilla. See the discussion on https://bugzilla.gnome.org/show_bug.cgi?id=761861 where Allan and I propose we use 2 separate links but Bastien disagrees.
