Looks like the Mozilla Location Service privacy policy applies to automatic problem reporting. See screenshot.

I was planning to move location services to the bottom, but Allan suggested it's more important and should stay on top, and that we should move the privacy policy up instead.

It should be displayed with the geolocation setting, not the problem
reporting setting.

Technically a UI freeze break, but quite minor, shouldn't affects docs, so I'm just going to push it in.

I think this commit needs more work.

On Fedora 24, "Uses Mozilla Location Service: Privacy Policy" links to https://fedoraproject.org/wiki/Legal:PrivacyPolicy which doesn't say anything about Mozilla.

On Ubuntu GNOME 16.10 Beta, it links to http://www.ubuntu.com/legal/terms-and-policies/privacy-policy which also says nothing about Mozilla.
