Improve input device type detection

ClutterInputDeviceType falls somewhat short, and the heuristics we apply to mark devices as having an specific type can greatly be improved on the backend-specific sides (eg. using udev tags in the evdev backend). We could have both better granularity and better detection of features.
Adding of the "ID_INPUT_TRACKBALL" udev tag has been merged upstream.
This would be needed to offer the correct configuration options under Wayland: https://git.gnome.org/browse/gnome-control-center/tree/panels/mouse/cc-mouse-caps-helper.c#n89 In this case it would also be useful to have the configuration options shown be updated when devices are plugged in, or unplugged, as we do in X11.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
