The scrollbar appears on the left side in RTL sites.
It should appears on the right side.

It happen with epiphany from git master updated (3.12.3), WebKitGTK+ 2.13.2.

It's a WebKit issue. It looks intentional to me; see [1] and [2]. If you don't like this and have an account on bugzilla.webkit.org, it would be great if you could report this there; that way you can be directly included in any conversation.
