Since the 3.3.1 rhythmbox package in Fedora 23's updates, I get the result shown in the attached screenshot.

In rhythmbox's global appmenu, in the "View" submenu, I have album cover art set to be disabled. I also have the "fetch cover art online" plugin disabled.

fixed in commit b9a1319
