This happens while dragging something to the "Other Locations" row, I don't think it actually tries to write on root, but that's what the error message says, so it's particularly ugly.
The proper solution would be to follow the general dragging behaviour of nautilus, so dragging to other locations row should open the places view and then follow the spring loaded folderish behaviour.
As *temporary* solution making the other locations row not a drop target would do, but it would be really better to be consistent here.
