Is causing https://github.com/behdad/harfbuzz/issues/228 with harfbuzz 1.2.0, and has been wrong anyway.

Take Abreve, Aring, etc as examples.  Still valid in master right now.  This is blocking rollout of harfbuzz 1.2.0.

Please test with the .otfs from https://git.gnome.org/browse/cantarell-fonts/tree/otf. I did something :)
