Cannot activate a webcam

Cheese stopped working. Now I have Cheese 3.18.1 in 32 bit Debian Linux testing/stretch on a i7 PC. ...which makes it not a Cheese / GNOME problem but a problem lower in the software stack. Closing this ticket as invalid as it is not a problem in Cheese itself. Feel free to file a ticket in the ticket system of your distribution. Bug 795221 is similar.
