CPU usage does not account for scaling

Currently the cpu usage graph only shows up to 100% and does not account for scaling - which means that it maxes at "100%" whether I am at the base frequency, turbo or throttled. It would be nice if the graph showed more useful information, a nice way to show this in the UI is to allow for values greater than 100%, where 100% is the base frequency of the processor - this way for example, 100% cpu usage would be displayed if 100% of the cpu is used at the base frequency of, say 2.9GHz, a higher value would be displayed if 100% of the CPU is used AND the processor is running at 3.9GHz.
