top right border is not perfect in non-resizeable non-gtk3 apps

Created attachment 313624 [details] screenshot showing visual glitch Under gnome-shell, non-resizable windows on non-gtk3 apps have a weird grey few pixels outside the top right border in the title bar. gtk2/qt/sdl applications only show this when they are not resizeable.

Notice how affected windows don't have that very light black border around the whole window.
