Currently, Help buttons are not allowed in Utility Windows. I think, this
should be changed and even be recommended. Actually that is what Seth had
decided on:

  Instant apply pages should have a "Close button" on the right, and an
  option "Help" button on the left.

To update this: Actually the property window, the preferences window
and general dialogs should be allowed to have Help buttons. Maybe this
should even be recommended.

I have this done locally and it commit soon after I awake.
I've not looked at this for dialogs. Another bug report specifically
for dialogs would be good.

I'll look at this again as soon as it is committed and will file a bug
report with patch for all window types that could use a Help button as
well.
