Overlay help for keyboard shortcuts and gestures

GTK+ is in the process of getting support for overlay help pages for keyboard shortcuts and gestures [1]. In addition to application pages for shortcuts, it would be great if the shell could offer the same for system shortcuts. There's a design page for how this could look [2], although not all system shortcuts are included in that mockup. We'll also need to decide if it should only be accessible within the Activities Overview. There’s https://extensions.gnome.org/extension/1144/shortcuts/ that could maybe serve as a basis for the implementation?

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
