[wayland] visual alert does not work any more

Steps to reproduce: 0. In a gnome on wayland session... 1. open gnome-control-center, open "Universal Access", then "Visual Alerts" 2. enable visual alerts, make it flash the whole screen 3. click the "test flash" button What should happen: Screen should flash What actually happens: Nothing Additional information: This is specific to wayland. Flashing the whole screen works fine on Fedora 22 under X. Software versions: gtk3-3.17.8-1.fc23.x86_64 gnome-shell-3.17.91-1.fc23.x86_64 mutter-3.17.91-1.fc23.x86_64 libwayland-server-1.8.92-1.fc23.x86_64
There's two issues here: 1. Wayland has no equivalent of the XkbBell protocol 2. The gdk_display_bell implementation in the GTK+ Wayland backend is empty
Now, on 3.20, no matter whether I choose to flash the screen or just the window decoration, the whole screen flashes.

Since bug 763284, flashing the window (*not* just the window decoration) should work, unless there's no window to flash (see bug 763858).
