Patch for xmlIO.c

When trying to open a network (UNC) file "file://host/path" und Windows (-D_WIN32), xmlFileOpen_real() tries to open "/host/path" on Windows and "//host/path" otherwise.

Opening "//host/path" on Windows would succeed.

I fixed the problem with a fourth comparison:
    } else if (!xmlStrncasecmp(BAD_CAST filename, BAD_CAST "file://", 7)) {
        /* Windows UNC path needs to start with // */
#if defined (_WIN32) || defined (__DJGPP__) && !defined(__CYGWIN__)
	path = &filename[5];
#else
	path = &filename[5];
#endif

libxml2-2.9.2 with MinGW-gcc-4.8.5.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/libxml2/-/issues/

Thank you for your understanding and your help.
