Since we won't have plugins in Wayland, we need to figure out how to handle the enable plugins preference. One option is to hide the option from the UI at runtime except when running in X11. Another option is to simply remove it from the UI (which is what I will do unless someone prefers otherwise). Folks, please tell me what you prefer for this.

Well we have windowless plugins on Wayland now, so we don't need to do anything.
