zooming as default with the mouse scroll wheel

default installations of Gimp use the scroll wheel to move scroll bars, instead to zoom. Zooming (and pan) is much more important than moving scrollbars -Gimp is a fast, creative tool, not a text editor.
This was most recently closed as NOTABUG in bug 151929.
And the bug for better wheel defaults overall is bug 737570.
