obexpush: Remove bluetooth-obexpush-enabled setting

We now launch the ObexPush service for all devices to be able to
send us something when we're in the Bluetooth panel.

obexpush: Default to new "ask-unknown" configuration

As we always run the ObexPush server when the Bluetooth panel is
running, default to asking about receiving files only when the remote
device is not bonded.

It now lives directly in gnome-bluetooth's Settings widget, as used
by gnome-control-center's Bluetooth panel.
