non-tunnel based VPNs (libreswan/openswan) get the route-metric of the parent device

For non-tunnel VPN types, we merge the VPN config into the parent device. That means, that addresses and subnet routes get the route-metric of the parent-device, instead of the metric of the VPN type. For example, connect a openswan connection with static addresses. Check that the route-metric is not of VPN type, but of the underlying device type.
