Client-decorated windows do not follow gnome-shell bindings

I've configured title bar bindings in gnome-tweak-tool so that right click maximises horizontally and double click maximises vertically in gnome-shell. I noticed that Document Viewer (evince?), which uses GtkHeaderBar instead of a separate title bar, does not respect these settings.
GTK+ doesn't support horizontal and vertical maximization as separate actions. Maximization, lowering, minimization and the window menu are supported.
Most window managers do support unidirectional maximization, including gnome-shell. I suppose the inevitable "solution" to this inconsistency is the removal of yet another useful feature from GNOME. :-(
