With gdm-3.16.1.1 looks like --with-initial-vt= option is now working as expected, when it's passed, gdm is, indeed, started at the specified VT but it's ALSO started in tty2 if it's free. This is a regression over 3.14

Could this (initial-vt setting not being respected) caused by bug 747339 ?

yeah, the first root session is properly opened in tty7... but the new sessions are opened in random places depending on free ttys
