Explain the "?" wireless icon

There's currently no label explaining what the "?" wireless icon means. We should probably have an explanation in a label, saying "Limited connectivity".
The "?" can appear in the wired connection icon as well.
"Limited Connectivity" sounds fine to me as a status string. I actually already added it to the design page: https://wiki.gnome.org/Design/OS/SystemStatus#Submenu_Items

For me sounds "Limited Connectivity" a bit too generic. What part of the connectivity is limited? Currently, I have the question mark visible, but do not know what the issue is. The statement "Limited Connectivity" does not help very much in this case.

It is somewhat generic, but it does carry some relevant meaning - "it's not working properly" - which is about right. Would be open to consider alternatives though. Do you have any suggestions?
Maybe an addition like with details about the limited connectivity that differ per cause (assuming that there are different tests). For example: "Limited connectivity - the HTTP connectivity to test site 'http://fedoraproject.org/static/hotspot.txt' failed."

We only have room for a short string, unfortunately: three or four words, maximum.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled). If you can still reproduce the situation described in this ticket in a recent and supported software version, then please follow https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines and create a new ticket at https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/ Thank you for your understanding and your help.
