The moment I pressed on the touchpad on/off toggle the whole "Touchpad" section disappeared, making it impossible to re-enable the touchpad.

You can re-enable your touchpad e.g. by:
gsettings set org.gnome.desktop.peripherals.touchpad send-events enabled
