Steps to reproduce problem:
 1. switch input method to Russian;
 2. start gimp;
 3. now you can switch input method between English and Russian - any hotkeys don't work.

Additional information:
 OS: Windows 8.1 En x64
 Gimp version: 2.8.14
 Gimp installer package was downloaded from website gimp.org/downloads.

Thanks for the report.

I'm sure this is a duplicate. The issue is known, does anyone find the
other bug?
