"Your password has expired" message for a new user

Steps to reproduce: 1. With an existing user, go to the GNOME settings, create a new user and select "Allow user to set a password when they next login". 2. Logout 3. In gdm, select the newly created user. -> The following message appears: "Your password has expired, please change it now." Which is wrong, since it's the first time that the user enters the password, so the message should be different in that case. I use Fedora Workstation 21.
I agree it's an issue, but I think we need to fix it in PAM.
