+ Add a file interface to define overrides.
+ Add a test to examplify
+ Disable severity change tests, will be reenabled in a separate commit.

What should we do with that bug? Currently we have a simple implementation of plugin in validate and in the mid term we should be using the GstTracing subsystem for everything.
