Do these tools use the settings at all? If not, the widgets should be
disabled or hidden.

The force value IS indeed used in erase and clone, could this be
the same issue as bug 748060 (force is enabled in dynamics)?

It is indeed the issue figured in bug 748060, resolving as duplicate of the
newer bug.
