Tested on:
Arch Linux (gdm 3.14.1-2)
Fedora Workstation 21 (gdm-3.14.1-1.fc21.x86_64) in VirtualBox

Steps to reproduce:
1. Login as user1
2. Switch to user2
3. Switch to user1
4. Switch to user2
5. Bug

I can still access login screen of user1 or user2 by switching directly to TTY1 and TTY2. But on TTY3 you can only see a background.

i'm pretty sure there's already a dupe of this filed. The issue seems to somehow be related to a logind signal not getting sent (or received?) when the VT becomes activated. needs further investigation.
