Looking for new updates should not take a while

When checking for updates, Software displays the text "Looking for new updates... (This could take a while)." This process seems to require a ludicrous amount of time (> 10 minutes). Users understand that Software may need a long time to download updates, but simply determining if updates are available at all ought to be possible within a few seconds, so (a) the message should not indicate that the process could take a while, and (b) the process should not take a while. If I run pkmon during this time, PackageKit reports that it's actually downloading updates, not checking for updates, so I guess Software has gotten confused about its state.
We don't have any "I know there are updates but they are not downloaded yet" state as there's nothing like that in the mockups. Allan?

I think this is fixed, nowadays there is a "downloading new updates" stage, so you don't download all the updates during the "looking for new updates" phase anymore, which was the problem here. The "looking for new updates" phase runs quickly, as expected.
