The default input source should be configurable

That might be a good thing because remembering the last input source was confusing (at least for some users), especially when different input sources for different windows were used, then the input source of the window which had focus when logging out was remembered. Now, Gnome uses the first usable input source in the list, which might be better and easier to understand. But in that case it would be useful if the user could easily choose which input source should be at the top. Currently one can only remove all input sources and add them back in the desired order which is not only inconvenient but also not obvious. It might be good to have "Up" and "Down" buttons on the Input Sources selection page to adjust the order/priority of layouts and input methods, but I agree at least the default Input Source should be configurable.

By the way, in the mockup for the dialog to add input methods: https://raw.githubusercontent.com/gnome-design-team/gnome-mockups/master/system-settings/region-and-language/panel.png I miss the gear-wheel images behind the input source which are engines (like the gear-wheels shown there in f20 and f21). It is useful to see whether something is an engine or a plain keyboard layout, so I think this indicator should not be removed.
