Adapt skr03 account templates to updated tax rate

Since 2007 the vat percent values in germany has been increased from 16% to 19%.

The skr3 account template at https://github.com/Gnucash/gnucash/blob/master/accounts/de_DE/acctchrt_skr03.gnucash-xea is still using the old value. 

On http://lists.gnucash.org/pipermail/gnucash-de/2012-March/008366.html this issue has been raised in 2012, but has not been fixed until now. [1]

A recent account template for skr03 could be found at http://www.datev.de/portal/ShowContent.do?pid=dpi&cid=73613

These template shows that using a different account name (1776 and 1576) mentioned at [1] is still valid. In the opposite the hint to not touch the accounts (1775 and 1575) is outdated. In the recent template these accounts are reserved and unused.

The appended patch fixes this.

Nice patch! You adjusted the account numbers, too. In theory they should also have gotten new GUIDs, but that would only affect people with an existing SKR03 book adding the template again. I hope, nobody will do it.

This problem has been fixed in our software repository. The fix will go into the next software release. Thank you for your bug report.
