Key combinations not working after startup with non English keyboard language

When I start GIMP with Greek input Language on keyboard, the key combinations(eg. ctrl + z) do not work, even if I have changed the keyboard language back to English while GIMP is running. If I close GIMP and restart it with ENG keyboard language, everything is fine. Reproduce: Start GIMP with Greek(Maybe works with any non-English) keyboard Language. OS: Windows 8.1 GIMP: 2.8.10
There is bug 136280, this one might be the same issue.
The part where ctrl+z doesn't work when there is no 'z' key is covered in bug 136280. However if you switch back to english *while* GIMP is running, GTK+ should pick that up and the shortcut should start to work. I tried "ctrl-ö" and started GIMP with an English keyboard layout (without ö) and the shortcut didn't work. However it did after switching to German *while* GIMP was running, on Linux. This might be a windows specific bug because keymaps are handled by the GDK backend.
Can anyone confirm this for Windows?
I have the same issue on Windows 10 with Hebrew keyboard layout.
GIMP version tested in above comment was 2.8.18
Oh and also it's not just for key combinations, it doesn't work for any key. for example pressing F or P doesn't yield any result. But the text tool still works if you try to input text in both languages.
This bug reveals in two actions: 1. Statring gnome in non-US keyboard layout. 2. While opening file with non-US keyboard layout selected. If I close opened file, shortcut keys starts to work perfectly.
Sorry for errors: 1. Starting Gimp, not Gnome. My layout is russian.
