It seems there was a behaviour change in GTK+ 3.13.3 to do with what happens if you don't explicitly set a size for toolbar buttons, or use an appropriately-sized image:

this seems to be affecting Geary. Running 0.6.1 on a GTK+ 3.13.3 system, the toolbar icons are gigantic. See screenshot.
