cannot change language setting or format in control-center-3.13.3

As far as I can tell it is not currently possible to change the language (or format) settings in control-center-3.13.3. There used to be a [Finish] button at the bottom of the Language (and Format) dialogs which is not gone, so unless I am missing something it is only possible to Escape or Close the dialog window after selecting a language, leaving the setting unchanged. So seems either the Finish button should be reinstated or the logic changed, so that say double-clicking a language would select it. Not being able to change the gnome language makes it harder to do i18n and l10n testing. (Further gnome-initial-setup is not starting either.) Above testing is all done on a Fedora Rawhide Live Workstation install.
