That's very strange but the clock in gnome-shell is an hour late compared to system time (as shown by date command) - as if it did not take into account DST. The settings have correct time zone.

Moving to glib. Minimal reproduction:

int main() {
    stdout.printf("%s\n", new DateTime.now_local().format("%F %T %z"));
    return 0;
}

Output:

% ./test && date '+%F %T %z'
2014-05-20 18:26:27 +0053
2014-05-20 19:32:59 +0200

(53 minutes offset from the UTC???)
