WORKAROUND: Two finger scrolling works. WORKAROUND: If one logs out, and logs into either xfce or Xubuntu, one finger scrolling works. Hence, this would appear to be an issue with GNOME Session Flashback (Metacity) versus HW or other problem.
GNOME Flashback, despite its name, was never a GNOME thing. My guess is that the settings daemon it's using (I'm not sure whether that's gnome-settings-daemon or something else) doesn't set "edge scrolling" correctly for your touchpad. If you still use GNOME Flashback, and still have this problem, please contact your distribution to look into the problem.
