Testing 3.11.91, the location and bluetooth submenus in the system status menu are sensitive before you have logged in. We probably don't want people changing these when they aren't logged in. Also, it looks a bit odd having some menu items sensitive (and therefore brighter) than the others.

bluetooth: Make insensitive when locked

Most system menu entries are disabled on the lock/login screen;
there is no good reason why users should be allowed to turn bluetooth
on/off (but not e.g. Wifi), so disable the entry as well.
