Steps to reproduce:
# Open Budget income statement report (budget-income-statement.scm)
# open report options popup dialog and go to "General" page
# Try to set/unset checkbox "Report for range of budget periods": you can see that two spinboxes enables and disables according to checkbox state
# Click apply button (not ok)
# After inner process of budget regenration is over, try to change state of checkbox again

Expected results:
Spinboxes are enabled/disabled as before clicking on apply

Actual result:
Spinboxes don't change their state

Additional info:
If you click ok (doesn't matter after apply or instead of it) and then open report options dialog again, checkbox starts working again: spinboxes change their state

When checkbox start to fail switching of spinboxes, gnucash print in console following message:
* 02:01:00  CRIT <gnc.app-utils> gnc_option_set_selectable: assertion `option->odb->set_selectable != NULL' failed
this message is produced on every click
