Under Evolution Preferences, I visited the Mail Preferences page and observed that the Default character encoding combo is blank. I would expect some character encoding to always be selected. I then clicked on the combo and selected Unicode (UTF-8). The combo remained blank. Only after selecting some other encoding once was I able to set the default encoding to UTF-8.

Thanks for a bug report. I can confirm this, as I can reproduce this too. I fixed it in below commits:

Created commit fd692d0 in evo master (3.11.5+) [1]
Created commit 97fc8e6 in evo gnome-3-10 (3.10.4+)
